The Navy must produce the maximum combatreadiness with the dollar resources available. For thisreason, and because of the high cost of manpower, eachbillet requirement must be stated at the minimum skilland experience levels necessary for satisfactoryperformance of billet functions.Billet reviews are conducted periodically at theCNO level. In these reviews, decisions are made basedupon the existing classification of each billet asindicated on Manpower Authorizations (OPNAV Form1000/2, previously explained.) Improperly classifiedbillets become the lowest priority billets in the categoryin which they are classified. Consequently, if theobjective is to delete or redistribute billets, improperlyclassified billets are prime candidates for deletion orreprogramming.The manpower requirements and manpowerclassifications within each Navy activity are specificallyreviewed at the activity level annually to ensure thedeletion of unnecessary billets or positions and theproper classification of each authorized billet orposition. If changes are required, a ManpowerAuthorization Change Request (OPNAV 1000/4A) issubmitted. If changes to the designator rating, grade, ornumber of billets and/or positions are requested, therequests must be justified in terms of changes in mission,function, and task, as contained in the requiredoperational capability (ROC) or shore requiredoperational capabilities (SHOROC) statement. If a billetis currently classified improperly, the misclassificationmust be explained.Manpower Authorization Change Requests arenormally submitted annually. More frequent requestsmust be justified on the basis of changes in mission orfunctions beyond the control of the activity.Valid requirements for billet changes that willrequire the movement of personnel must be identifiedand requested as early as feasible to permit orderlypersonnel management. Normally, 5 to 9 months’ timeis required after final billet approval before new orchanged billets can be filled with personnel. ManpowerAuthorization Change Requests that involve an activityreorganization are planned and submitted on the basisof the existing number of billets.The Billets Authorized (BA) column on the MPA(refer to fig. 2-5, block 32) indicates the billetsauthorized by the CNO. The quantity assigned to eachbillet authorized on the MPA is normally the same as thecorresponding billet in the SMD. SMD billetrequirements, which are not included in the BilletAuthorized (BA) column on the MPA, are entered onthe MPA as Mobilization Billets, the majority of whichwill be reflected in the Selected Reserve column (SR -block 39).What does all of this mean to you? You as asupervisor, play a very important part in the process. Youmust continually work with your personnel specialist toensure that billet and personnel requirements for yourshop are accurately reflected in ship manningdocuments. By keeping your shop’s manningrequirements up to date, you will help to keep yourship’s manning requirements up to date.Check the MPA to ensure that all of the Navyenlisted classifications (NECs) listed in the MPA thatpertain to your shop are current and correct. It isespecially important to make sure that the NECsrequired to support new installations are requested andthat old NECs no longer required are deleted. Have aShort Form Change Request to the MPA submitted whenyou find a discrepancy.Whenever you work with the MPA, useOPNAVINST 1000.16, Manual of Navy Total ForceManpower Policies and Procedures as a reference.Article 903 contains all of the information andprocedures necessary to initiate a Short Form ChangeRequest (military only).ENLISTED DISTRIBUTION ANDVERIFICATION REPORT (EDVR)An EDVR is a statement of an activity’s personnelaccount–how many assigned, what rates, what NECs,and so on. The Enlisted Personnel Management Center(EPMAC) publishes an up-to-date EDVR for everycommand monthly. You will see and use the EDVRoften, more so than the MPA or SMD. As an ET1 or ETC,you will work closely with the EMO to determine NECmanning and personnel losses and gains, and to initiateany necessary changes to the EDVR.The purpose of the EDVR is to providea rate or NEC summary of the current and futuremanning status of the activity,a common reference point in any discussion ofmanning status between the manning or detailingcontrol authorities and the activity,a statement of account for verification by theactivity, anda permanent historical record at the Bureau ofNaval Personnel (BUPERS) of an activity’s2-14
